Work safety rules will be simplified, says Marinho

O secretário especial de Previdência e Trabalho, Rogério Marinho, afirmou ontem que o governo federal vai rever nove normas de segurança no trabalho. A primeira mudança deve ficar pronta no começo de junho. De acordo com o secretário, a medida tem como objetivo diminuir custos para empresas e gerar empregos no país.

Marinho disse que as medidas vão "customizar, desburocratizar e simplificar" as normas regulamentadoras. A primeira é a NR-12, que trata de máquinas e equipamentos de "padaria a forno de siderúrgica". "Hoje o industrial brasileiro que compra uma máquina sofisticada normalmente gasta quase o dobro que o custo de transação, o que encarece nossa competitividade", disse em vídeo publicado na internet.

A partir disso, serão revistas as normas 1, 2, 3, 9, 15, 17, 24 e 28. As regras tratam de insalubridade, periculosidade, construção civil e trabalho a céu aberto.

De acordo com o secretário, as mudanças estão sendo discutidas pelo governo com trabalhadores e empregadores, com assessoria da Fundação Jorge Duprat Figueiredo de Segurança e Medicina do Trabalho (Fundacentro).

"O que queremos é permitir um ambiente saudável, confortável, competitivo e seguro. Para que a economia brasileira esteja à altura de outros lugares do mundo para gerar renda e trabalho, com segurança e saúde para o trabalhador", afirmou Marinho.

Parte das mudanças foi adiantada pelo Valor no mês passado. A ideia é em até três meses produzir uma legislação mais flexível e que dê menos discricionariedade aos auditores fiscais do trabalho, responsáveis por acompanhar o cumprimento da norma.

A queixa da indústria é que há disparidade de interpretações e uma postura mais rígida do que a verificada em países com legislação bem rigorosa para produção de bens de capital, como a Alemanha.
